The Maldives government has opened public bids for the reclamation of islands in the lagoons of HA. Kelaa and K. Kaashidhoo for resort development.

President Dr Mohamed Muizzu issued a resolution on Saturday allocating 325.5 hectares of land for the development of two resorts in the Kelaa lagoon. The development of resorts in these areas aligns with the president’s commitments.

The Ministry of Tourism has issued separate announcements detailing the bid requirements for the projects.

For Kelaa, the bids have been opened for two separate areas:

  • 156.2 hectares – 12.19 hectares to be dredged, with a 200-bed resort to be developed. The island will be leased for 50 years, and the government requires a minimum payment of $1.99 million within two months of receiving the letter of success.
  • 169.3 hectares – 12.19 hectares to be dredged, with a 200-bed resort to be developed. The island will be leased for 50 years, with a minimum payment of $2.03 million required within two months of receiving the letter of success.

For Kaashidhoo, the bid covers:

  • 115.21 hectares – 10 hectares to be dredged, with a 100-bed resort to be developed. The island will be leased for 50 years, and the government requires a minimum payment of $2.25 million within two months of receiving the letter of success.

For each bid, the following requirements apply:

  • A bid security of $25,000 is required.
  • Documentation demonstrating at least 20% of the total investment required for resort development (minimum of $75,000 per room) must be submitted.

Bids for the two sites in Kelaa are to be submitted by 1 pm on 5 June, while bids for Kaashidhoo are to be submitted by 10 am on the same day. Bid documents are available from the Ministry of Tourism.
