PITTSTON, Pa., May 27, 2026 — Zach Neil, the entrepreneur credited with helping launch the mainstream pop-up bar and restaurant movement in the United States, will open a new dining concept called The House Noir in Pittston, Pennsylvania, during the second week of June 2026, targeting guests who want a full evening of immersive, romance-driven hospitality at 73 South Main St.

Neil developed the concept alongside public personality and creative partner Josh Balz through Neil's company, Hallow Global. The two describe The House Noir as a deliberate response to what they see as a hospitality industry that has traded meaningful guest experiences for operational efficiency.

The opening adds a new chapter to Neil's career building unconventional food and entertainment concepts, while also marking a shift back toward traditional, full-service dining values.

What The House Noir Offers Diners in Pittston Pennsylvania

Neil and Balz describe The House Noir as a destination restaurant built around romantic Gothic design, award-level food and drink, and a multimillion-dollar immersive interior. Balz says the physical space blends a whimsical garden atmosphere with architectural elements drawn from Dracula's castle, including antique pieces sourced from old churches and cathedrals — alongside indoor gardens, fountains, swings, and design details placed throughout.

The tagline for the restaurant is "Romance Is Not Dead," a phrase the founders say reflects their goal of returning dining to an era when restaurants served as the setting for life's most personal and significant moments.

"We want to treat every customer like they are a dignitary or royalty, like they are the most important person in the world at that moment," said Zach Neil, founder of Hallow Global. "Every detail of them being paid attention to, every aspect of their needs being important to us."

The Menu at The House Noir Follows a Narrative Arc

Neil has stepped back into the executive chef role to create a food and beverage program structured around the progression of a romantic relationship. The menu moves from cocktails built around aphrodisiac ingredients through what Neil calls "first date food" — carnival and street food elevated to fine dining standards, before transitioning into main courses centered on themes of commitment.

The experience ends with elaborate desserts served on giant carousels and Ferris wheels, a theatrical presentation designed to close the evening on a visual and culinary high note.

The drink menu follows the same arc, with each cocktail tied to a stage of romance rather than a standard category list.

Zach Neil's Background in Pop-Up Hospitality

Neil built his public profile through a series of IP-driven pop-up bars and dining experiences that drew national attention in the 2010s and into the 2020s. His earlier concepts include Stay Classy New York and Beetle House, a horror-themed bar concept that became one of the most discussed pop-up experiences of its era. He is also a bestselling author whose work spans food, entrepreneurship and creative culture.

With The House Noir, Neil says the goal is a permanent concept built on depth rather than novelty, a shift he frames as a return to what hospitality was always meant to provide.

"I think hospitality has lost its way. It's just become a numbers game, turning tables, getting people in and out, forgetting the art and the magic of what hospitality really is," said Zach Neil, founder of Hallow Global. "My partner Josh and I have decided to build something to answer that problem."

Neil and Balz point out that the greater Pocono Mountain area has carried a reputation for decades as one of the country's leading honeymoon destinations, and they say The House Noir is positioned to revive and build on that romantic identity.

Neil argues that a section of the dining public is ready for a different kind of experience, one that justifies its price through atmosphere, service and craft rather than speed and convenience.
