Vancouver City Council has approved plans for a 250-room floating hotel, marking a significant addition to the city’s hospitality infrastructure. The project, named “Sunborn Evolution Vancouver,” will be developed by Sunborn International Holding and located on the waterfront adjacent to the Vancouver Convention Centre.

The approval follows a public hearing where the rezoning application received majority support from council members. The six-storey structure will be positioned on a water lot north of the convention centre’s West Building, between the Hullo Ferries terminal and a prominent public art installation.

250-Room Floating Hotel Designed for Convention Demand

The floating hotel will feature 250 guest rooms and is being designed to primarily serve attendees of the nearby Vancouver Convention Centre, while also catering to leisure and corporate travelers. Sunborn International plans to collaborate with PavCo, the operator of the convention centre, to align the hotel’s services with event-driven demand.

The structure will span approximately 136 metres in length and 18 metres in width, with a total floor area of about 16,000 square metres. Although designed with a ship-like appearance, the hotel will function as a stationary floating structure without propulsion systems.

The development is expected to help address Vancouver’s ongoing shortage of hotel rooms, particularly in high-demand central waterfront locations where convention and tourism activity remains strong.

Public Access and Waterfront Integration

A key feature of the project is its integration with public waterfront access. The development will include multiple pedestrian bridges connecting the hotel to the existing seawall promenade, allowing seamless movement between the property and surrounding public spaces.

The project will also introduce approximately 100 metres of new publicly accessible walkways and a 1,200-square-metre floating dock. This dock will be open daily to the public from early morning until late evening and will include seating areas, landscaped gardens, a café, and spa access.

These elements are intended to enhance the public experience of Vancouver’s waterfront while maintaining accessibility alongside the private hospitality offering.

Facilities, Utilities, and Operations

The floating hotel will include multiple food and beverage outlets, including restaurants, bars, and lounges, along with guest amenities aligned with upscale hospitality standards. Utility connections such as electricity, water, and sewage will be linked directly to the convention centre’s infrastructure.

Parking and guest transportation needs will be supported through the convention centre’s existing parkade facilities. The project is also expected to generate approximately 200 full-time equivalent jobs upon completion.

From a regulatory perspective, the hotel will be classified and certified under international maritime standards rather than local building codes, given its floating nature. Oversight will be provided by an internationally recognized classification society operating under federal authority.

Investment Structure and Public Contributions

Sunborn International has proposed a long-term lease arrangement for the site extending potentially to 2060. The company will contribute $220,000 in development cost levies for the public dock and an additional $290,000 toward public art.

The developer has also highlighted an estimated $15 million investment in the public dock and access infrastructure as part of its contribution to the project’s public benefit components.

However, the project has faced some criticism regarding limited financial contributions relative to its scale, as well as concerns over potential impacts on waterfront views and public space usage.

Strategic Positioning and Market Context

The floating hotel concept is part of Sunborn International’s broader portfolio, which includes similar properties in London and Gibraltar. The Vancouver development will represent a purpose-built addition to this portfolio, with future expansion plans including another location in Seville.

The project is positioned as an experiential hospitality offering, targeting multiple demand segments including leisure travelers, corporate clients, and convention attendees. Its waterfront location and proximity to major event infrastructure are expected to provide a competitive advantage in the local market.

The development also aligns with broader hospitality growth in the area. Nearby projects include a planned 180-room hotel conversion and a proposed large-scale mixed-use tower with significant hotel inventory, indicating continued investment in Vancouver’s accommodation capacity.

While no confirmed opening timeline has been announced, the project will move into procurement and planning phases following the rezoning approval. The floating hotel is expected to contribute to the city’s evolving hospitality landscape by combining accommodation capacity with enhanced waterfront accessibility.
