Borough Closes June 27 as Revival Fried Chicken Takes Its North Loop Space

MINNEAPOLIS, May 21, 2026 — Jester Concepts, the Twin Cities restaurant group behind Parlour Bar and P.S. Steak, announced Wednesday that it will close its North Loop restaurant Borough after service on June 27 and reopen the 730 N. Washington Ave. space as Revival, the Southern fried chicken brand it acquired from original founders Thomas Boemer and Nick Rancone in 2025.

The change marks the end of a 13-year run for Borough and the beginning of Revival's return to a brick-and-mortar location in Minneapolis, nearly 18 months after all four original Revival locations closed suddenly in January 2025.

Borough Closes After 13 Years Shaping Minneapolis Dining

Borough opened in January 2013 as the upstairs companion to Parlour Bar, building a reputation for modern seasonal American cooking, a celebrated burger, lobster spaghetti and a polished but approachable atmosphere in the North Loop. Over its lifespan, a number of chefs who went on to define the Twin Cities dining scene passed through its kitchen, including Joe Rolle, who later opened Dario and created Parlour's widely praised burger; Karyn Tomlinson, who worked as pastry chef before going on to lead Myriel; Jesse Held of Earl Giles, who ran the bar; and chef Mike DeCamp, who joined as kitchen lead in 2016 and is now a partner at Jester Concepts.

"What makes me most proud isn't just the restaurant itself, but the people who helped build it," said Brent Frederick, founder of Jester Concepts. "So many talented individuals came through Borough's doors and went on to do incredible things for this industry and this city. That legacy will always mean something to us."

Frederick added that the decision was driven by a need to adapt. "This decision was not made lightly, but we believe it is the right one to ensure long-term sustainability for our company and continued opportunity for our employees."

Revival Returns With Fried Chicken, Burger and a New Interior

Jester acquired Revival's name, recipes, logos, website and social media handles from Boemer and Rancone in 2025, with both original founders remaining on as consultants. The new Revival location in the former Borough space will be full-service with a full bar, designed by Studio Grey in Minneapolis. Borough's gold-embellished mirrors and white subway tile will give way to beadboard, sunflower wallpaper and cozy booths.

The menu will carry the hallmarks of the original Revival brand: classic fried chicken, hot chicken and, notably, Revival's popular burger. That addition creates what local food writers have described as a natural burger crawl from the upstairs Revival down to Parlour Bar on the ground floor — two of the North Loop's most recognised versions of the dish in a single building.

Jester co-owner and chef Mike DeCamp said exact menu details are still being finalised but confirmed the fried chicken and burger are central to the new concept.

Parlour Bar Also Closes Briefly for Refresh

Parlour Bar, which occupies the ground level of the same building, will temporarily close from June 27 through July 6 for its own round of updates and improvements before reopening the following Monday. The short closure aligns with the renovation work planned for the Borough space above.

The specific opening date for the new Revival location has not yet been confirmed. Jester Concepts said details on the Revival opening and farewell events for Borough will be shared in the coming months.

Closures Reflect Broader Pressures on Full-Service Dining

Borough's closure follows a pattern visible across the Twin Cities, where upscale, full-service restaurants with smaller footprints face increasing pressure from rising food costs, higher rents and a tighter labour pool. The shift toward more accessible price points and streamlined service models has reshaped the North Loop and wider Minneapolis dining landscape since the pandemic.

Revival's original run ended in January 2025 when Boemer and Rancone closed all four locations after nearly a decade. Under Jester, the brand has operated through a food truck since mid-2025, appearing at local breweries and at U.S. Bank Stadium during the Vikings season, before landing a permanent home.
