What 39°C Actually Means on an Airport Apron
Airport aprons are not open parks. They are enclosed asphalt environments surrounded by jet engines, fuel-loaded aircraft, and heat-reflecting concrete, where the temperature a ground crew member experiences is consistently 5 to 10 degrees above the ambient air reading. A 39°C ambient reading at Haneda means apron workers are operating in conditions closer to 44 to 49°C for the hours they spend loading baggage, directing aircraft and conducting pre-departure checks. What Airlines Are Actually Doing About It
JAL is not the only carrier deploying wearable cooling technology. ANA, JAL's domestic rival, introduced cooling vest programmes for ground handlers at multiple Japanese airports over the past two summers. Korean Air has distributed similar fan-equipped vests at Incheon and Gimpo following consecutive heatwaves. Singapore Airlines and Changi Airport Group have implemented rotating shade schedules, hydration stations at every stand, and mandatory rest period rules during peak afternoon hours when Changi's apron temperatures frequently exceed 38°C.
The interventions share a common thread, they are additive rather than structural. A vest keeps a worker cooler but does not change the environment. Shaved ice in break rooms addresses recovery between shifts but not the sustained exposure during them. The more fundamental adaptation, shifting high-intensity ground operations away from peak afternoon heat toward early morning and evening windows, is operationally difficult when airline schedules are built around passenger demand rather than temperature curves.
The Operational Reason Airlines Cannot Ignore This
Ground handling is one of the most physically demanding jobs in aviation and one of the most difficult to staff adequately. Heat-related illness among ramp workers does not just create a welfare problem, it creates an operational one. A ground crew member taken off shift with heat exhaustion is a baggage loader not loading bags, a pushback operator not pushing back aircraft, and a turnaround time that extends beyond the scheduled window. In a slot-constrained environment like Haneda, where on-time performance is measured in minutes, losing ground crew capacity to heat illness during peak summer afternoon operations directly affects departure punctuality for hundreds of flights.
JAL's cooling vest programme is therefore both a duty-of-care measure and an operational continuity decision. An airline that keeps its ground crews healthy through a 39°C summer day is an airline that keeps its afternoon bank of departures moving on schedule. The two objectives are inseparable.

The wearable cooling technology JAL is deploying is improving rapidly. Battery life has been the historical constraint, early fan vest models required recharging every two to three hours, limiting their practical use across a full shift. The improved battery connector system JAL introduced this summer addresses that directly. Phase-change cooling materials embedded in workwear, fabrics that absorb body heat by changing state rather than relying on electricity, are being piloted by ground handling companies at Dubai International and Abu Dhabi airports, where summer temperatures make the Japanese experience look moderate.
IATA has not yet issued industry-wide guidelines on heat management for ground operations. Given the trajectory of summer temperatures at major aviation hubs across Asia, the Middle East and Southern Europe, the question is not whether those guidelines will come, it is whether they arrive before or after a preventable heat fatality on an airport apron forces the issue.
